ARTICLE I - NAME
The name of this organization shall be the Bartlesville Tennis Association.
ARTICLE II - OBJECTIVES
The objectives of the Bartlesville Tennis Association shall be to promote and
develop interest in tennis, to provide the opportunity for organized competition
and to communicate the needs of Bartlesville tennis players to the City
Commission (or other authority.
ARTICLE III - MEMBERSHIP
Section 1 - Eligibility. Membership in the Bartlesville Tennis Association
shall be open to any interested person.
Section 2 - Membership dues. Membership dues shall be payable annually by
March 1. Dues shall be set by the Board of Directors. Delinquent members shall
be considered inactive and denied Association privileges until such time as dues
are paid.
ARTICLE IV - MEETINGS
Section 1 - The association shall hold an annual meeting of the general
membership on Nov. 15, or the closest practical date thereafter prior to Dec. 1,
for the purpose of electing a Board of Directors whose terms shall commerce
immediately and continue until the next election. This meeting shall also
transact any other business which should be brought before the membership
at-large. Additional meetings of the membership may be called at the discretion
of the Board of Directors, or by at least five members of the Association who
are in good standing.
Section 2 - The Board of Directors shall hold board meetings on the first
Monday of each calendar month (or the next closest possible day to this), to
conduct business and set policy. This requirement may be suspended in the winter
months at the discretion of the President. Each member shall have an equal vote
and a majority of the Board of Directors shall constitute a quorum.
Section 3 - At all general membership meetings, those active members 18 years
of age and older in attendance shall constitute a quorum. Each such member is
entitled to one vote.
ARTICLE V - BOARD OF DIRECTORS
Section 1 - Composition. The Board of Directors shall consist of eleven
members of the Bartlesville Tennis Association. The Board of Directors shall be
responsible for the management of the Association and shall carry out its
objectives and policies. The Board of Directors shall elect from the Board
membership: a President, one Women’s Director, one Men’s Director, one
Secretary, a Treasurer, two Tournament Committee Chairpersons, a Community
Relations Administrator, a Physical Properties Administrator, one Junior Tennis
Director and one Education Director.
Section 2 - Office Term. The elected term of office shall be two years. No
member shall hold more than one office at a time and no officer shall be
eligible to serve more than two consecutive terms in the same office.
Section 3 - Election of Board Members. Five or six (alternate years) new
Board Members shall be elected each year and five or six (alternate years) Board
Members shall continue in office. The President shall be elected from those
Directors whose term is continuing. Any member who has served a previous term on
the Board shall also be eligible to become President immediately upon being
elected to serve a new two year term.
Section 4 - Vacancies. Vacancies occurring on the Board of Directors shall be
filled from the Association’s membership for the period of the unexpired term by
the majority vote of the remaining Board Members.
Section 5 - Absentee Board Members. A Board Member who misses three meetings
(or two consecutive meetings) may be removed by a majority vote of the Board
members.
ARTICLE VI - RESPONSIBILITIES OF BOARD MEMBERS
Section 1 - Each Board Member shall keep a record or file pertaining to the
responsibilities and duties of their office. They shall ensure that this is
passed on to their successor.
Section 2 - The President. The President shall preside at all meetings and
shall appoint all committees, to be ratified by the Board of Directors. The
President shall perform such other duties as may be prescribed by the Board of
Directors.
Section 3 - Women’s and Men’s Directors. The Directors shall alternately
perform the duties of the President in the absence of the President as directed
by the Board of Directors. The Men’s Director shall be responsible for all the
Men’s Programs and interclub matches. The Women’s Director shall be responsible
for all the Women’s Programs, social activities and interclub matches.
Section 4 - Secretary. The Secretary shall attend all meetings of the general
membership and the Board of Directors. The Secretary shall record the minutes of
such meetings in a book provided for that purpose. The Secretary shall be
custodian of all books and papers pertaining to the Association and shall
maintain a copy of the Bylaws of the organization. The Secretary shall on all
correspondence of the organization, is responsible for the newsletter and yearly
membership directory, except as otherwise assigned by the President.
Section 5 - Treasurer. The Treasurer shall keep a full and accurate account
of all receipts and disbursements in the books of the Association and shall
deposit all monies in the depositories designated by the Board of Directors. The
Treasurer shall keep the record of membership and work with the Secretary to
update the membership roster for the newsletter mailing.
Section 6 - Education Director. The Education Director will arrange, in
conjunction with the Bartlesville School System or Parks Department, for beginner tennis classes to be given to the general public. The Education
Director will also arrange for training clinics for BTA members, as needed or
requested, and will promote better tennis skills among the membership. The
Education Director shall also coordinate tennis activities with the Secretary of
The Boys And Girls Club Of Bartlesville.
Section 7 - Tournament Committee Chairpersons. The Tournament Committee
Chairpersons shall be responsible for all tournaments held during the year and
other duties as may be prescribed by the Board of Directors. They will be
individually responsible for their respective division Tournaments.
Section 8 - Junior Tennis Director. The Junior Tennis Director shall be
responsible for organizing summer play such as clinics, tournaments, playdays,
etc. for junior age players. The Junior Tennis Director shall also coordinate
junior tennis activities with other local organizations.
Section 9 - Community Relations Administrator. The Community Relations
Administrator shall be responsible for publicity for the annual membership drive
and will place weekly announcements in the local media regarding Bartlesville
Tennis Association tennis tournaments, membership, and tennis activities. The
Community Relations Administrator shall work with the City Commissioners, Park
Board, private trust organizations, and individuals to promote the funding for
the maintenance and/or development of primary and ancillary physical resources
associated with the sport of tennis. The Administrator shall have the authority
to form an ad hoc committee of BTA members to assist in promoting the goals as
set forth.
Section 10 - Physical Properties Administrator. The Physical Properties
Administrator shall ensure that the tennis facilities in the city are well
maintained; shall be responsible for replacing and/or repairing tennis nets and
ancillary equipment, and shall work with the Community Relations Administrator
to determine immediate and future tennis needs in Bartlesville.
ARTICLE VII
These Bylaws may be amended by a majority vote of the membership present at a
duly called meeting of the general membership.
